Before You Begin
District 5030 Clubs have direct access to matching grants through Rotary District 5030. District Matching Grants up to $9,000 are available this Rotary year for local community projects and international projects.
TRF has established Seven Areas of Focus for grants
All District 5030 Grants above $5,000 must fall within at least one of these Areas of Focus. They are strongly encouraged, not required for smaller grants. Definitions may be found on:
- Promoting Peace
- Fighting Disease
- Providing Clean Water, Sanitation, and Hygiene
- Saving Mothers and Children
- Supporting Education
- Growing Local Economies
- Protecting the Environment
District Grant Program Goals
District leadership has planned the District Grant program with these goals:
- Generate increased participation by Rotarians, both in giving to TRF and in putting these funds to work by investing in strong projects with lasting impact
- Support club engagement and participation in District-funded projects
- Encourage and facilitate collaboration among Rotary District 5030 clubs
- Encourage and facilitate Rotarian interaction with communities where the projects occur
District Grant Club Qualification
- Clubs must be in good standing with District 5030 and Rotary International
- Clubs must be being current on dues, tax returns and all grant reports
- Club president and president-elect sign the Club Memorandum of Understanding (MOU)
- All clubs must develop and adhere to their Club Financial Management Plan
- Each club president will set their club’s goals in Rotary Club Central
- A minimum of 2 club members shall participate in the grant management seminar
It is recommended that the following persons complete the District Grants Training:- Club President and President-elect
- Club Foundation Chairs
- Club Grant Committee Members
- Potential Grant Advocates
- Club Treasurers
- All interested club members
- At least 2 club members must review online Stewardship Training on Rotary.org
- Each project advocate and club treasurer must take the online Global Grant Financial Management Training unit also found on Rotary.org
- This content applies to all projects using TRF funds. Certificate of Completion to be submitted with the District Matching Grant Project Proposal.
- It is strongly encouraged for all club members to contribute to The Rotary Foundation Annual Fund, with an average contribution of $100 per member. This is the source of the District Designated Fund through TRF, which provides for all District Grants.
Grant Maximums
District Grant maximums are scaled according to the number of partners involved in the proposed project. Total funds available each year depend on the contributions to The Rotary Foundation Annual Fund 3 years prior.
- Qualified club no partners maximum available match $5,000
- Qualified club + 1 partner maximum available match with incentive $7,000
- Qualified club + 2 partner maximum available match with incentive $8,000
- Qualified club + 3 partner maximum available match with incentive $9,000
Partnership Incentive
For projects with partners, the lead club may apply for additional District funds up to $1,000 per partner club with a maximum of $3,000 per project. The additional match can be no greater than the partner clubs’ contributions.
Example: a Qualified Lead Club can turn their $2,000 commitment into a $13,000 project by enlisting 3 or more partners at $1,000 each:
$5,000 - Total Club + Partner Contributions
$5,000 - District Match
$3,000 - Partnership Incentive $1,000 per partner club
$13,000 - Total Project Budget
Requirements
All District Grants must:
- Have the active participation of Rotarians
- Comply with the TRF Terms and Conditions
- Comply with District 5030 Requirements
District Grants for project amounts $5,000 and above must:
- Include at least one of the Seven Areas of Focus
- Be a sustainable project with measurable impact for a minimum of 5 years beyond the completion date
- If international, projects must have a host club partner committed in advance with written confirmation to provide project oversight and support
District Grants less than $5,000 have somewhat less-demanding requirements:
- Including one of the Seven Areas of Focus is encouraged but not required
- Minimum impact should meet a priority need of at least 10 beneficiaries
- International projects may be approved without an international partner club
Other Project Features
District Grants may include funding for international travel expenses for scholars, vocational training teams, project beneficiaries and project development teams. Domestic travel may be covered for scholars, vocational training teams, project beneficiaries and professionals needed to implement a project.
While there is no limit on the number of proposals a club may submit, it is unlikely that more than one can be approved with limited funds available. If more than one is submitted, the Club must rank them. The #1 ranked proposal will be evaluated first. To be funded, it must be strong.
